CIIC’s Madurai Livelihood Business Incubator: Transforming Local Entrepreneurship and Innovation in 2025
The Crescent innovation and Incubation Council (CIIC) is ushering in a new chapter for Madurai’s entrepreneurial ecosystem with the imminent launch of its Livelihood Business Incubator (LBI) at Seethakathi Estate, Alagarkovil Road, on September 29, 2025. Supported by the Ministry of Micro, Small & Medium Enterprises (MSME), Government of India, the LBI marks a significant effort to boost livelihood opportunities, nurture grassroots entrepreneurship, and position Madurai as a regional innovation hub.
CIIC Background and Track Record
CIIC is an established Section 8 not-for-profit entity, functioning under BS Abdur Rahman Crescent Institute of Science & Technology. It has successfully incubated over 200 startups nationwide in sectors such as Life Sciences, Industry 4.0, Aerospace & Defence Technologies, and Smart & Clean Mobility. Across its various platforms, CIIC has facilitated the creation of more than 2,100 jobs, with portfolio startups collectively raising over ₹330 crore in funding through government and private channels. The council enjoys the support of eight Union ministries and two State ministries, underpinning its credibility and network reach.
Core Mission of Madurai LBI
The primary objective of the Madurai LBI is to promote sustainable economic growth and innovative business practices in the southern region, particularly in agriculture, food processing, and essential livelihood domains. Conceived as a regional extension of CIIC’s core mission, the incubator aims to bridge the gap between rural and urban innovation, bringing advanced technological and mentoring support to aspiring entrepreneurs across Madurai and surrounding districts.

CIIC is collaborating with the Kerala Startup Mission to bring their LEAP (Launch Empower Accelerate Prosper) Centers to Chennai, Bengaluru, and now, Madurai through LBI. This networked approach aims for resource and knowledge sharing across southern India.
A Memorandum of Understanding (MoU) with TN RISE Women Startup Council seeks to empower women entrepreneurs, particularly those from rural and semi-urban backgrounds, by providing mentorship and funding opportunities through the LBI platform.

Recognizing the unique socio-economic composition of Madurai, the LBI pays particular attention to livelihood-based entrepreneurship, supporting ventures that address local challenges in agriculture, food safety, health, craft traditions, and grassroots services.
It integrates entrepreneurship education through workshops, boot camps, and one-year certificate programs in collaboration with local institutions and the Entrepreneurship Development Institute of India (EDII-TN).
