The program is rooted in the theme “Namma Sutham, Namma Perumai” (Our Cleanliness, Our Pride), emphasizing joint responsibility between government, industries, and citizens.

Clean and restore the Vaigai River and Othakadai Kanmoi (lake).

Construct walking paths, beautify key zones, and upgrade civic amenities.

Identify and maintain 24 busy “hotspots” (markets, bus stands, main arteries) throughout the city for round-the-clock cleanliness.

Mobilize community support, including partnerships with local NGOs, industry bodies, and residents.

The Vaigai River is receiving large-scale cleaning, desilting, and landscaping, which not only improves urban aesthetics but also mitigates health and flood risks.

Othakadai Kanmoi, an urban lake system, is being desilted to enhance water storage capacity and ecosystem health, providing a green lung for surrounding neighborhoods.

Sustainable Beautification Measures

More than 500 local volunteers and 1,000 civic workers joined the first night operation covering the iconic Masi streets around Meenakshi temple. Street-Level Impact:

Over 360 streets in 13 villages have been cleaned in recent drives.

Distribution of 300 mobile fruit and vegetable vending carts, supported by the National Horticulture Mission, boosts local livelihoods and brings fresh produce directly to residents.

Sanitation, Technology, and Smart Solutions

Madurai Corporation is leveraging innovation for real-time cleanliness management:

60 AI-powered cameras (₹50 lakh investment) are being installed to track public garbage bins and monitor potential overflow, empowering both staff and residents to report issues promptly.

A QR code-based system tracks sanitation worker movements and allows residents to submit maintenance complaints and feedback through their smartphones, strengthening transparency and service delivery.

In commercial districts, the city is introducing double shifts for waste removal and is piloting new methods to discourage illegal dumping, such as placing rangoli artworks and tree saplings at former dumping grounds.

Governance and Leadership

The success of Ezhil Koodal is grounded in Madurai’s current civic leadership:

Commissioner KJ Praveen Kumar IAS, appointed in June 2023, has unified engineering, health, revenue, and planning departments in a holistic urban management framework.

His administration has overseen improved grievance redressal, integration of digital monitoring, and a major drinking water supply overhaul via the ₹1,653 crore AMRUT scheme sourcing water from the Periyar River, reflecting a long-term commitment to both health and sustainability.

Challenges and Early Outcomes

While the program is ambitious, initial feedback reveals positive public response and active stakeholder involvement. However, the scale of urban transformation required means continued vigilance, enforcement of anti-defacement rules, and sustained public-private coordination remain vital.

Madurai’s ranking in the Swachh Survekshan urban cleanliness survey has historically lagged, but the corporation expects significant improvements with these ongoing efforts.
